TEKEVER Hits a $6.4 Billion Valuation, the ECB Wants to Loosen Its Own Crypto Rules, and Romania Goes Courting US Capital
European autonomous-systems maker TEKEVER closed the first tranche of a $580 million round that puts it at roughly $6.4 billion. The ECB and national central banks proposed softening MiCA's stablecoin reserve rule, arguing it could do more harm than good. Dutch pension fund ABP put €250 million behind a European scaleup vehicle. Blackstone and EQT closed a $6.6 billion buy of Spanish waste-services group Urbaser. And in Timisoara, more than 100 one-to-one meetings paired Romanian founders directly with American investors.
Two threads ran through this week's numbers. One is that infrastructure, not applications, is where the serious money keeps landing: electrical equipment, edge networks, distributed energy, autonomous hardware, AI cloud capacity. The other is that the institutions meant to police that infrastructure are starting to rewrite their own rulebooks in real time, and Europe's founders are increasingly skipping the domestic market altogether in favour of pitching directly to Americans.
None of it happened in isolation. Blackstone and EQT bought a waste company for $6.6 billion the same week Eaton paid €810 million for an Italian electrical-equipment maker, both bets on unglamorous physical assets the AI economy still needs. The ECB argued for looser stablecoin reserve rules days before its own consultation window closes. And Romanian founders spent the week in Timisoara meeting American VCs directly rather than waiting for global funds to come looking for them.
Private Equity: Infrastructure Keeps Winning the Argument
Dutch pension giant ABP said it plans to put roughly €1 billion into European venture capital over the next three years, with this week's €250 million commitment to the Scaleup Europe Fund as a first step. The fund also counts the European Commission among its founding backers, and ABP flagged AI, quantum, energy, space and medical technology as target sectors, a fairly wide net that suggests the fund is meant to seed a broad base rather than pick a single winner.
The bigger cheques went elsewhere. Platinum Equity completed the sale of Urbaser to Blackstone and EQT for $6.6 billion, one of the larger European infrastructure exits this year, and Eaton agreed to buy COL Group, an Italian maker of medium-voltage electrical-distribution equipment, from Oaktree for about €810 million. CVC also picked up a minority stake in internet-infrastructure firm CDN77, and Stonepeak backed AMPYR Distributed Energy, which has more than 1GW of renewable projects in its pipeline. The pattern is consistent enough to call a theme: private capital appears increasingly drawn to the physical layer underneath the AI story, not the software sitting on top of it.
AI & Deeptech: A New Unicorn, and a Startup Built to Police the Others
Helsinki-based Verda, formerly known as DataCrunch, raised €164.8 million to scale its AI cloud and crossed into unicorn territory in the process. TEKEVER, a European autonomous-systems company, announced a $580 million first close of its Series D at a valuation of roughly $6.4 billion, money it says will fund manufacturing and acquisitions rather than just more research. London-based Basecamp Research raised $140 million with Anthropic and Nvidia both writing cheques, a reminder that foundation-model labs are now investing directly in the specialised datasets their own models may eventually depend on.
Further down the funding table, Munich's Kontext raised $4 million to build runtime security that can watch what AI agents are trying to do and block anything that breaks policy, and Berlin's Qdrant said it's expanding from vector search into robotics and physical AI. Small numbers next to TEKEVER's, but they point the same direction: as AI systems get more autonomy, a market is forming just to supervise them.
Four million dollars barely registers next to TEKEVER's raise. But Kontext's pitch, essentially a seatbelt for AI agents, only exists because agents are now trusted with enough autonomy to need one. That's a newer problem than the funding figure implies, and it may attract larger cheques once more enterprises actually deploy agents at scale rather than pilot them.
Startups: Publishers Move Into Legal AI Instead of Licensing It Away
Berlin's Noxtua raised more than €100 million in a deal notable less for the size than for who's on the cap table: German legal publisher C.H. Beck is becoming its majority shareholder, and Austrian publisher MANZ is taking a minority stake. That's a different move than the usual licensing arrangement between publishers and AI companies. The publishers appear to be betting they can own the AI layer outright rather than just feed it data for a fee.
Elsewhere, Berlin's mika raised roughly €6 million to build an AI-native alternative to traditional accounting services for German SMEs, and Stockholm's Spiich raised €3 million to automate administrative work for sales teams. London's Connect Ventures closed $55 million at the first close of its fifth fund, aimed squarely at European technical and deeptech founders, suggesting LPs still see a gap between Europe's research strength and its startup output.
Fintech: More Than $1 Billion Moved in a Single Week
Global fintech funding topped $1.2 billion this week, a sharp jump from $858 million across 21 deals the week before, with AI, payments, compliance and lending pulling in most of it. UK paytech CellPoint Digital raised $34 million from Toscafund's Penta Capital to launch Zenith, an AI decisioning layer meant to sit on top of banks' existing payment infrastructure, and Amsterdam's Duqu raised €1.5 million pre-seed to use AI underwriting for invoice financing.
The more structurally interesting move came from seven major UK banks, including Barclays, HSBC UK, Lloyds and NatWest, which completed live customer transactions using tokenised sterling deposits, covering things like remortgages and marketplace payments. That's tokenisation leaving the pilot stage and touching real consumer transactions, which is a meaningfully different milestone than another funding round.
Crypto: The ECB Wants to Loosen the Rule It Wrote
The European Central Bank and national EU central banks proposed removing MiCA's requirement that stablecoin issuers hold 30%, or 60% for larger stablecoins, of their reserves in bank deposits, arguing the rule itself could create financial-stability risk and suggesting highly liquid, short-maturity assets as an alternative. The proposal lands just before the European Commission's broader MiCA review consultation closes on 30 September, an 86-question process covering how the framework functions in practice. It's an unusual sequence: the institution that helped design the reserve requirement is now the one questioning whether it works, in the same week it's asking the market for feedback on the rest of the rulebook.
Set against the UK's tokenised-deposit rollout this week, the two stories describe the same underlying shift from different sides of the Channel: tokenised, programmable money is moving out of white papers and into transactions regulators and banks actually have to get right.
Romania: Founders Go Looking for American Capital Directly
The U.S.–Romania AI & Business Summit in Timisoara produced more than 100 one-to-one meetings between Romanian technology founders and American investors, with representatives from Cogito Capital, Coelius Capital, Everywhere Ventures, Full In Partners, Fluent Ventures and One Way Ventures all in the room. The framing mattered as much as the turnout: this was pitched around international partnerships and AI, not Romania as a market to be sold into.
Separately, Romanian startup .lumen won the 2026 Tech Catalyst Romania competition for its AI-powered navigation technology for blind and visually impaired users, picking up a €5,000 prize and a spot in Glovo's Barcelona accelerator. On the infrastructure side, Finqware's FinqData was integrated into 24Broker, a Romanian insurtech platform, extending automated bank-reconciliation tools into insurance. And the founders behind Dubai-based compliance-tech firm Mizan Comply kept expanding across the Gulf, a reminder that Romanian entrepreneurs increasingly build for markets well beyond Romania from day one.

Four Things That Defined the Week
Waste management, electrical equipment, distributed energy and edge networks all pulled nine-figure-plus checks this week, ahead of most pure AI application deals.
The ECB proposing to loosen a stablecoin rule it wrote, days before its own consultation closes, is a central bank negotiating with itself in public.
C.H. Beck taking a majority stake in Noxtua is a different bet than a data-licensing deal: it's a publisher deciding to own the product, not just supply it.
A hundred-plus meetings in Timisoara is a founder-driven event, organised around getting in front of capital rather than capital coming to Bucharest.
Step back and a single question runs under all six sectors this week: who gets to set the terms, on infrastructure ownership, on stablecoin rules, on who owns the AI layer inside legal publishing, and on which founders get American capital first. Europe spent the week arguing it should have more say in each of those answers.
