LSEG Bids for Octus at $3.5 Billion, Microsoft Walks Away From an Nscale Site, and Kraken's Parent Buys a Bank
LSEG confirmed talks to buy Octus from Permira for about $3.5 billion. Nvidia took stakes in French startups, and Anthropic struck a deal for Opaque, co-founded by Romanian-born researchers. Microsoft reportedly pulled out of an Nscale data centre because the grid cannot deliver power until the 2030s. Kraken's parent agreed to buy a Lithuanian bank while the EBA put USDC under closer supervision. And Romania's GapMinder led $3.4 million into VoicePatrol.
Power set the pace this week, and not as a metaphor. Microsoft reportedly walked away from a UK data centre because the grid cannot deliver electricity until the 2030s. A Dutch developer lined up its first customer for a 600 MW campus that has no financing yet. Meanwhile the money side was busy deciding who controls what. LSEG wants a credit-data business, Kraken's parent wants a bank licence, and the EBA wants a closer look at USDC.
The deals themselves looked healthy. Nvidia spread its cheques across French startups. Anthropic picked up a confidential-computing team. A Lyon accounting firm raised €50 million to let AI keep the books. The pattern may suggest that capital still flows to anything with a clear customer, while the physical world of grids, permits and bank licences sets the speed limit.
Private Equity: LSEG Eyes a $3.5 Billion Data Deal
London Stock Exchange Group confirmed on October 13 that it is in talks with Permira to buy Octus, a credit-intelligence and workflow provider formerly known as Reorg. LSEG issued the statement after press speculation and stressed that no agreement has been reached. Reuters reported that Permira has been preparing a sale since last year and has also spoken to other potential buyers.
Octus focuses on distressed and private credit. LSEG says it has double-digit revenue growth and a high-retention subscription model. French financial press put its expected EBITDA at around $145 million this year, which would make the price roughly 24 times earnings. LSEG shares fell about 5% on the news. Activist investor Elliott Management has held a stake since February, which may explain why investors are watching the price and the earnings impact so closely.
It is not the only data asset for sale. Reuters notes that Carlyle-backed YipitData is exploring a sale that could value it above $2.5 billion, and Vista Equity Partners is exploring a sale of Allvue. Buyers appear willing to pay up for proprietary data with recurring revenue, even after a selloff in listed data stocks earlier this year.
Frontier AI: Nvidia Spreads Its Bets, Anthropic Licenses a Security Team
Nvidia chief executive Jensen Huang announced investments in French startups in Paris on October 13. Doctolib and Genesis AI confirmed their deals the same day. Les Echos reported stakes in Pigment and Entalpic as well, and those two companies had not confirmed at the time. No stake sizes were disclosed. Doctolib's chief executive told AFP the money will speed hiring and the development of its own AI models, which it can control, rather than relying on proprietary models from the likes of OpenAI or Anthropic.
Also on October 13, Opaque Systems announced a new agreement with Anthropic. Constellation Research described it as an acqui-hire, in which Anthropic licenses the technology and hires part of the team. Terms were not disclosed. Opaque builds confidential computing tools that let companies run AI on sensitive data with hardware-enforced protections. It began as research at UC Berkeley's RISELab and was co-founded by Raluca Ada Popa, who is Romanian, with Ion Stoica among the co-founders.
Buyers of enterprise AI in regulated sectors tend to ask the same question first: where does our data go? A team that can prove, with hardware and cryptography, what ran and where it ran answers that faster than a better benchmark score. That may help explain why a model lab would license a security team rather than build one from scratch.
AI Infrastructure: Power Sets the Pace
The Telegraph reported on October 18 that Microsoft has terminated its agreement for Nscale's data centre in Loughton, Essex. Microsoft is one of Nscale's two largest customers and was the anchor tenant for the site. The report did not say why Microsoft withdrew, but it said grid officials told Nscale they did not expect a power supply until the 2030s. Nscale blamed a "London-wide grid issue", said its other contracts are unaffected, and said it is exploring alternative power sources.
The timing is awkward. Nscale filed for a US IPO last month, with Microsoft and Anthropic expected to be its major customers, according to its prospectus.
Elsewhere, planned capacity kept growing on paper. VOLT said Nebius signed a letter of intent to be the first customer of its planned Rotterdam AI campus, designed for 600 MW across six buildings. The first phase of two 100 MW buildings needs roughly €7 billion, and Nebius can reportedly end the arrangement if the project is delayed. A letter of intent is not a lease, and nothing is built yet.
Scaleway announced at its ai-PULSE conference in Paris that it will build an AI supercomputer in Sweden on AMD Instinct MI355X chips, its first outside France. Scaleway calls it the first AMD-based AI supercomputer for commercial use in Europe. That is the company's claim, and it has not said how many GPUs the system will use.
Crypto: A Bank Purchase and a Stricter Supervisor
Payward, the parent company of Kraken, agreed on October 14 to buy Saldo Finance, the Finnish holding company of Lithuania-licensed Saldo Bank. The Financial Times described it as the first purchase of a European bank by a crypto firm. Saldo had roughly €197 million in assets at the end of June and serves customers in Lithuania, Finland, Sweden and Germany. The price was not disclosed, and closing is expected in 2027 subject to regulatory approval, with supervisors likely to look closely at a crypto-native owner. Kraken co-CEO Arjun Sethi told the FT the aim is one account bundling cash, crypto, tokenised stocks and credit. The same day, the European Banking Authority classified Circle's USDC as the first significant e-money token under MiCA, out of 45 notified. From November 12, the EBA takes over supervision of USDC's issuer on own funds, reserves, liquidity and recovery and redemption plans, while France's ACPR keeps governance and related checks. A bank licence and a stricter supervisor are two sides of one trend. Crypto businesses are being pulled into the rules that already govern money.
Startups: Dougs Raises €50 Million to Let AI Keep the Books
Lyon-based Dougs announced on October 15 a €50 million investment from Expedition Growth Capital. It sells accounting, legal and payroll services to small businesses and reports more than €50 million in annual recurring revenue. It says it has been profitable since launch.
The pitch differs from most AI accounting startups. Dougs does not sell software to accountants. It employs the accountants itself and uses AI to prepare the work, which they then review and sign. The margin figures are company-reported. The company targets €100 million in recurring revenue and plans to grow headcount from 800 to 1,000 in 2027.
Romania: GapMinder Backs a Safety Layer for Gaming
GapMinder, the venture fund focused on Romanian and Eastern European startups, led a $3.4 million round in VoicePatrol, with Impact Ventures, Ollin Ventures and The Build Fund joining. The Romanian-founded company builds AI voice moderation for multiplayer games, aimed at severe toxicity in real-time voice chat. The money will fund global expansion.
A GapMinder founding partner said on LinkedIn that VoicePatrol tripled its annualised revenue and signed six new games this summer. That is a claim from an investor, not an audited figure. VoicePatrol sells a narrow safety tool to global game studios rather than a general-purpose app, which fits what Romanian funds say they want to back.
Romanian talent also showed up abroad this week. Opaque, the company behind the Anthropic deal above, was co-founded by Romanian-born researchers. Whether that kind of value ever flows back into Romanian capital is a question this newsletter keeps returning to.

Synthesised from Reuters, the Financial Times, the Telegraph, Constellation Research, the European Banking Authority, Revista Biz, Vestbee and company statements, week of October 12-19, 2026.
Step back and the week reads as a lesson in constraints. Buyers had money and conviction. What slowed things down was a grid queue, a regulator's calendar and a bank licence that takes a year to approve. The deals that moved fastest were the ones with no physical or regulatory bottleneck attached.
